The developer who removed it does not want to add it back; he wants to make something different, but as of yet nothing has been proposed. He doesn't even want to discuss it with other members.
Use this patch:

It adds back those configs and improves the system quite a bit aswell.

idk why is removed but it is very bad choise anyway i will use this patch too

I added some configuration for level gaps in
Changeset 6482 if you want the old DEEP_BLUE just set LevelGapMinChance to 100
