[l2jServer] problem wicth account GM create

Hi, I'm new to the forum. yesterday I tried to install the L2J server local on my machine. it was a bit of time that I wanted to install and so yesterday I finally did. the server has been successfully installed on my machine, my problem is that I can not create an admin account. I explain how I do:
1. I change the account table setup ACCESSLEVEL 127, then
2. I change the characters table and try the column ACCESSLEVEL 7.
I do all this with the person logged into the game. but when I restart the client or close the column ACCESSLEVEL returns 0, even if I make changes to my server off as relogin ACCESSLEVEL returns to 0.
use Navicat to edit the DB.
In fact, if I try to use the gm commands type //admin does not display the screen.

log out from your account and set your account and character access to 8

yes, is right... i must set accesselevel 8.
