Territory Wars

Territory Wars not spawn NPC. Thus, it is unclear whether the quest for badges. Writes in the killing, such as soldiers, 13 of the 13 as soon as stuffing 13 quest ends and then nachinaets zanogo, and this goes on indefinitely. Will it fix?
