No medals drop for HeavyMedal event.

Enabled HeavyMedal, but my players said that medal doesn't drops.
Where I've mistaken?

Event Npcs are spawned (I'm deleted some kitties in Giran Town.) - but medals doesn't drop. I'm created a new char (now 55 LVL), but not knocked out no one medal!
