[Resquet] Mod Stores Buy, Sell or Craft

Is there a mod in l2jfreya, giran for this site, or another city, you can not create stores Buy, Sell or Craft?
For example, in giran stairs, you can not ride the Shops Buy, Sell or Craft. only in certain places, could it?
When was mount the store, give a message that is not permitted to create this site.

Has this mod? Or would like to add?

and set: <list enabled="true"

not understand much, for example if I want to ride in goodard so, how does the "x, y, z" I have to add certain sites to goodard blocker, or another city?

Well l2jserver that could create a Mod, to stay so for example:
