how to edit Enchant-Backup-Stone Min/Max ?

How to change the Max Enchant level where Backup Stones can be used? So Where the Additional Field for entering a Backup Stone appears in the Enchant window.


Retail its set to "up to Level 9" but where do i find the Source for changing this?
Did not find it, so maybe you can help me.

hmmm guess is did not say what i mean in the right way.

I want that the field where you can put the stone in while enchanting (appears from +3 to +9 after choosing the Scroll and the item to enchant) appears from +3 to +20. I Guess there is a possiblility or is this clientside?
