Fishing anywhere

So I have fishing enabled but there is a problem. You can fish anywhere you want, even in the middle of towns. You don't need to be anywhere near water. Im interested in making a small dedicated spot for fishing which will be Gludin harbor. How can I make fishing work only in this area?
