Focus Chance/Power (possible bug?)

This is actually funny and I have a feeling this isn't how it's supposed to work... bug since I'm not 100% sure that this is a bug, it's why I'm posting it in discussion instead of bug reports.
So I target an NPC, I could probably do the same with another player. Didn't try though.

Everything is normal, check out the crit rate since that's what we're looking at today.
So, then while standing in FRONT of the NPC, I cast Focus Chance.

Awwww, sad panda, crit rate went down.
So then I move to the SIDE of this NPC (remember, this is just an npc in town) and use FC again.

Yay! Crit rate increased, time to go killing, right? NOPE! We can get it higher! So I move to the back and use it one more time.

Awesome!
Now, am I wrong in thinking that it should dynamically change your crit rate based on where you currently are from your target and NOT from where you casted it (remember, current location != cast location in this question
)?
