Clan Hall Attackable problem ?

There are normally clans hall that have it acquire as fortresses,but nowadays NPCs which allow assets is not present. Is it normal? Thank you again.

NPCs which register a clan on a siege appear during certain time.

Wtf youre talking about ? He asked why the NPC for registering on siegable clanhalls isnt spawned....it isnt spawned cause this clanhalls are not implemented yet.. :)
