How to use GM commands in-game??

Hi all..
I Found this list

Now.. how can i use them in game??
First.. In access_level tab in my database .. access_level 1 mean Admin ...so in my account registration i set level 1..
Second.. in game.. Must I just write //admin to have the effect.. ?
If so.. it doesn't work.. Simply it doesn't nothing...
Please help me!

the access level set is per character, not account. set the access level 1 on your admin character.
