Access level 100 has to be set in both the account table and the character table.

I gotta ask...
how DO you set the access level for a particular character? because i'm having real trouble getting a character to BE a GM or admin when when i've set the account access level to 127 ...

Not the account table...the character table. Level has to be set on a per character basis.
