enable enchant skill

Hello im leonflare from italy, i need help for enchant skill activation (enable player to enchant skill)...ex: the arcane power skill is not enchantable but in the xml file it's fixed.

SQL parts was forgoten by melerix xD but right now he fixed it ^^
