I did a search and couldn't find anything relating to this:
When you equip a cloak it doesn't appear, I made no changes to how they work, I've tried on a Kamael and a Human with Heavy/Light and came up with the same result.
Cloaks don't appear.

no more specialized cloaks, those have no textures anymore
and obviously you searched bad because a topic about this appeared here only 2-3 days ago
