Quest Crest?

In NPC.properties show this

# Show clan, alliance crests for territory NPCs without quests# Default: FalseShowCrestWithoutQuest = False

If set False what quest need complete to show the crest??

That settings enable clan/ally crest for territory NPCs that doesn't provide any quest. Merchants for example.
