Pole and multi-target handling

Hello,

I was studying the way the multi-target was handled for pole weapons and I was quite surprised with what I found.

As far a I can see it, there is a skill with the ID 3599 that is responsible of it but ... not for all the pole.

Some pole with SA have this 3599 skill plus another skill that determines the SA behavior.
But, some other pole with SA have only one skill that actually includes the SA behavior and the multi-target handling.

And the most surpizing thing is probably the SA Health which has 2 "level" and depending on the weapon the level 1 or 2 is selected as the level of the skill determines if it is a multi-target or not !?
(Eg a sword/blunt with health will have lvl 1 and a pole with health will have lvl 2)

Wouldn't it be so much more clear if all the pole had the 3599 skill and the pole with SA would have an additional skill but this skill would never handle the multi-target ability ?

Of course fixing this would require a huge lot of work, that is not the point.
Actually I am asking this because I was wondering if behind this "mes" there could not be another good reason that explains why this way to handle it has been chosen.

what about the wide blow SA?
If you have problems, FIRST TRY SOLVING THEM YOURSELF, and if you get errors, TRY TO ANALYZE THEM, and ONLY if you can't help it, THEN ask here.
Otherwise you will never learn anything if all you do is copy-paste!

Well if it obviously can be justified for wide blow, I turn the question back
What about the anger, guidance, health, ... SA ?
