After you Summon Improved Baby Coguar or anyother improved pet check his skills there is a Icon Buff Control

I think it should be a buff for the master, that he could at any time to cancel it. Am I wrong?

now he can cancel it also, just click again on buff control

No, he can't. Skill has reuse time 5 min and while it disabled pet does not buff. But you can respawn pet.
