To obtain Summon Airship License for Clan Airship

With a clan leader whose level is 82 and the clan level 5 has more than 30 Energy Star Stones, it was unable to obtain a "Summon Airship License" for the clan aiship. I, as a clan leader, even completed two quests given by the Dwaven Engineer Lekon, 1) Good day to Fly and 2) Collecting in the Air.

When you click the option to obtain the "Summon Airship License", the quest info dialog window remain same and no "Summon Airship License" in the inventory. What's going on? Has anyone experienced this? Or, is this a bug?

atm you can't obtain licenses or summon a clan airship.. the only working airship is the one to and from gludio airship field
