If the server is behind a router or firewall use it to block his IP and if he changes his IP block the whole subnet.

you have to ban the IP's before he gets into your network or it's to late, IP ban from the server config is so he cannot login to the server it does not stop DOS actacks from crashing your network you have to stop that at the router and drop all packets from the IP's once the packets make it to the server your network is already flooded.

BTW: If you do a WHOIS on his IP you can find out who his ISP is and if you let them know your getting flooded by that IP they can see what customer had the IP at the time and most ISP will turn off there Internet access and won't let them get any service from them again.

Even dynamic IP will not change as quickly as you make it to be. The dynamic WAN IP assigned to a customer normally do not change unless a reboot is done at the ISP or the customer's router/modem is rebooted. Even in such cases, the WAN IP does not change.
