I am having a huge problem with restarting a server, basicly I have Intel dual core CPU 2.66ghz when I tried to restart the server, it loaded my CPU to 100% and it was just stuck at saving grand raidboss data and it stayed like this for 5 minutes till I ended the java proccess what could be the issue that causes this CPU overload? because before I was able to run the server on pentium 4 no problem.

For issue #1, Please search next time. It's not related to your specific issue but it's the same effect that was caused by changeset 3206.

For issue #2, you did something wrong so start over with a clean core and dp.
