Toogle skill in target party

I don`t know where i post this... sorry if isnt here.
Im triyng to do a toggle skill using a target party if i activate de skill all party give the skill but if desactivate the toggle only my skill is disable all the party have the skill but if enable it an disable all the party loose the skill, is a solution to do all party loose the skill in first time?

let me understand it better please you want to have a toggle skill, that appears on every party memeber but it also has to be a self buff? that only party leader can use? - correct me if i am wrong please

its more simple. Toggle Skill with target PArty only removes the skill in party when i enable the and disable two times this skill, not removes the skill in first time in firts time the skill is enabled and disables only the my skill is removed. i need to know how to make the toggle removes this skill in all party in first time
