Question about npc buffer.

I am trying setup l2j server for a first time, so far everything got smooth with documentation/wiki/and forum posts tjat i found. I did a lot search at forum and read wiki, but i did not found information about npc buffer shiela.
I see in database table custom_npc (id: 1000003 name: Shiela title: L2J NPC Buffer), but when i try to spwan this npc in game by id or name it says "your target cannot be found".
Maybe i need to change/add some config?

may be you forgot to enable custom npcs in config.

I changed in General.properties
