On Retail you could write a Petition at any time. I think removing the "is the gm online" will be a better one.

When commented out. The petition is working allright for me.

I noticed in retail the petition windows open even if there are no GM online/visible.

When i remember right. Its about 2 years ago i played on Teon (Retail, former Naia?). There were 24/7 no /gmlist working. And petition were answered without that

But i noticed that the "Accept" Button is working even if the player who made this petition is offline. I didnt find the handler which is doing that. But when i find it i will fix that too
Because after accepting the petition, the html interface doesnt contain a new accept button.
Thats a bit damn if you have 20 or more petitions :S
