quests bugs in Bug Tracker allowed?

Hi all, first of all sorry by my bad english, i dont know if this is the correct forum, but any case, i want ask if the Bug Tracker also permir report bug's quests or it's only for emulator bugs and no for database.

If its not accept, i go to report one bug:
-When you create your first character: Human -> Mystic, the first mission you have that you need speak with the Newbie Helper, its buged, you can't accept the quest.

In my config i see this:

I think it's set correctly. If i'm not in a mistake, the mission is bugged.

I know that if you've leveled above a certain level before first/second talking to the Newbie Helper, you won't get the quest.

scenario was: new account, first character: human --> mystic, talking with npc "Newbie Helper" he show the mission, but you cant get it/accept.

You have automatically accepted it lol, it doesn't require you to click on "accept quest" or anything like that...
He tells you to hunt Gremlins to get the blue gem, you kill a few gremlins, get the gem, talk to him again and go to town's newbie guide.
