Hi, i should put the class master for 1st and 2nd class in my server. What can i do?

I've try to spawn the cats, but alls tell me "I've nothing to say to you. Quest." bla bla bla

i Put in charters. propreits Allow Class Master True.


Now? I need a custom NPC? Where can i download? or i should create him myself?
