Hello i want to ask can I open server if I have just local IP, i dont have public IP?

hi

yes, you can.
set up the local ip in the ipconfig.xml (configs) and edit the hosts file for the local ip. if the server and client pc are the same (not wise), you may even edit hosts file for 127.0.0.1.

just to cover all bases, you will only be able to join if you are on the same network of course

there are ways to open to outside your network if your going that route
