Skills cancel

Hi, i have a idea about the skill of cancel... the idea is put the effect skill as a debuff.
when any people use cancel skill give the opponent a debuff that lets the buffs and when disappear the debuff back again de buffs canceling.
Anyone know how to do this?
I hope you understand me xD
