database_installer bat doesn't work Win 7 32 bit

Version number unknown due to server not starting but was downloaded today 5/6/11 from nightlies..

My problem is that when I click on database_installer.bat it pops a blue screen for a milisecond but then goes away and nothing else happens, I am running Win 7 32bit

Running as administrator doesn't help.

Also please note that I have had an earlier version of the server running before but it was since deleted.

What can I do to fix this?
