RateDropManor
Does anyone know what the heck this rate does, in detail? I've looked all over the forum and general internet and can't find what it specifically changes.

I say you're looking in wrong places. Dig in the source code.
If you have problems, FIRST TRY SOLVING THEM YOURSELF, and if you get errors, TRY TO ANALYZE THEM, and ONLY if you can't help it, THEN ask here.

Follow the code from Config.java... Call Hierarchy

Okay, since I don't know anything about java, that just tells me RateDropManor is parsed from the config as RATE_DROP_MANOR somewhere in the java files. So now we're back to 'too many java files to look through'.
I don't even have the java/net/sf files for the gameserver, had to look at the svn.
