Players D grade using C grade with a very low fee, is this normal?

true penalty is almost non existand.

Not explained well!

Players level -20 using C-Grade, not getting the penalty, receive only a little, They would have to be heavy without being able to walk.


This is a feature of Freya, or a problem.

Does anyone have any explanation?

The penalty is based on your level. If you are lvl 20 and wear C grade armor you get the Penalty lvl 1; if you are lvl 20 and wear B grade armor you get Penalty lvl 2 and the stats are more low, understood?
