Red dragon bugle of wind cant summon

Red dragon bugle of wind cant summon

Hello,

players can't summon a Red dragon (id:10308)
but a Gm can summon it. How can I change it so that also players can summon it?

data/stats/etcitem/10300-10399.xml delete the player clanHall conditions
DO NOT EVEN TRY TO MESS WITH ME!
