which is the best configuration to run l2j
on this machine:

AMD Athlon(tm) II x4 605e Processor 2.30GHz
16GB 1333Mhz DDR3
2x 2,000 GB SATA II HDD
Windows Server 2008R2

-Xms shouldn't be the same amount that -Xmx, is bad practice and bad for GarbageCollector, due will increase CPU usage.

rememeber that -Xms is just initial heap size, and for L2J currently 1.5~gb for initial heap size should be enough.

yes, well... -Xmx10g is a lot, better try use -Xmx8g for now, I don't think you will need more, except that you have 2000+ players xD

remember that if you use more -Xmx, GC will take more time to cleanup memory.

for example you could start server with -Xmx8g to see how server memory consuption react according to the amount of player in your server, if you notice is low, then you could decrease -Xmx amount in order to speed up the cleanup of memory.

its not that its the fact that i never needed that much not even when i had 600 players, my 2gb ram machine could handle them with 1 restart everyday but then again it was epilogue and a high rate so i had disabled lots of things to free up resources, still do. I see people getting 16, 24 and 36 gb of ram machines, like they run l2off or 5k player servers. An 8gb ram machine can handle plenty if its configured right, it just seems to me like they waste good money they can spend on security.

Well, it's their money, they can do w/e they want with it.
If you have problems, FIRST TRY SOLVING THEM YOURSELF, and if you get errors, TRY TO ANALYZE THEM, and ONLY if you can't help it, THEN ask here.
Otherwise you will never learn anything if all you do is copy-paste!
