L2J Server

Hello everyone , I have huge problem, that I could not solve despide having searched the web for several days

I'm now trying to run a private server from my pc and i keep receiving this error
I already tried running Ccleaner few times, as I also formatted my pc (yes,i did o.O' ) i entered into my event log and this is what i got:

furthermore surfing the web I found out that it could have been an issue releated to my OS (windows 7 64bit)

the thing that's making me crazy is that a friend of mine having my same operating system, same game and updates is not having this problem.
