You cant have any less restrictions than my patch client checks for what i have there... also your example password should be accepted its not in forbidden password set.

Players normally can change PIN by him/herselfs, but problem is when a player type wrong PING then is blocked. Solution: a good admin that delete PIN in database and player can type a new one again.
