Anybody know how to edit so all classes can learn all skills

i edited in config files but in game it dont work anybody know what i do wrong

i remember there was a way to learn other class skills by paying with more sp but i dont know if its still there.

thanks for the reply well there is yes but when i click learn skills i see the skills but nothing happend
