GameServer Error(Freya)

I'm having a trouble with GameServer(Freya) i always get error like:
"Exception in thread "main" java.lang.Error: Failed to Load ./config/l2jmods.prop
erties File."
That file is original, i have tried everything to change values from 1.0 to 0 , to put # in the end, but still it does not work for me. Any suggestions? Btw there was troubles with TvT event but i figured that out.
