It would seem that your datapack is incompatible with your server.

All I'm seeing is tons of errors relating to how the server couldn't properly read the skill XML files, as well as your database throwing an error because the server tried to insert a skill, and couldn't because the table is missing the column "is_transfer".

You need update your datapack and core and run database_instaler on tools folder and install fully database.
