Actually for now is just test serve I mean that the machine is at 1 friend and I just created account , as I know it shouldent be a problem to give admin privilegians.I just told him what to do same as u said , but when I logged in I have only the title [ADMIN] and no any privilegions , I typed //admin and nothing again.
P.S. my char was offline while he is setting the options.

Proper access level for admin is level 7.
All admin commands in admincommands.xml file, use accesslevel 7, so you should use this level, in order to use admin commands.

To be honest, I've never used 8 level, but I guess that the "child" feature will do the job for level 7.
Level 8 would be very useful though, If you'd like to use some specific commands, only for your char and let admins use the rest.

Yes it is 8 for Master Access level, 7 for Admin.
Check l2j server -> game -> config -> accessLevels.xml
for list of new admin levels, not sure when it was changed but it took me a while to find it as everywhere it said acceslevel 127 like before 150 or 200 etc...
