4674 & 4678 in Stable?

Is it safe to put 4674 and 4678 into stable freya? If yes, why not committ it to the stable?

I got another question... The skills ranging from ID 970 to 983 ... what are they for?
They are Dash, Aqua Swirl, Sleep, Hate Aura, Agression, Shoulder Charge etc. They have the names and the icons of the standard class-skills, but they got a different ID... why is that :s?

There are more than just those unused, same with items and most probably NPCs too.
