Clanhalls such as "Rainbow Springs Chateau" is implemented, there isn't even a NPC.

This two are retail features and they will be added to the SVN/Nightlies once they are fully developed, tested and improved, following retail information. 
The previous sentence should answer your first question.
If you are interested in the developing of this features you can help either coding what is missing, wrong, not retail like or posting test results in the topics where they were shared previously.
If you have other doubts don't hesitate to ask them.
