hellbound lvl 9

As far as i know hellbound is already supported up to level 9 isn't it?
so if it is, how to set lvl 9 to be active.
After running a custom server and now going back to l2j hellbound is back to level 1.
How to reactivate lvl 9 ? (without let the players do it again.)
