Punishment Rules

Hi!
I got gracia 2.1 and one guy went to jail because of buying 1000 no grade arrows in Giran being lvl 8 and was not punished by buying a bow.
Where are the punishment rules so I can adjust them?

maybe he sent a damaged packet or used a bot or phx. i do not have any problem buying wooden arrows at Helvetia in Giran.
