My Teleports

How could i enable and use My Teleports system???
When i open the My Teleports window, that said that i´ve to use an scroll. I´ve all required itens, but i can´t use.

first need to use: My Teleport Spellbook [ID 13015], to enable the Slot.
second need in the inventory: My Teleport Flag [ID 13016] to save the location of teleport.
and finally to use the macro need: My Teleport Scroll [ID 13016] for teleport to location save.

On retail servers where do you get these items that are needed for "My Teleports"?

They can only be obtained in Korean servers (not sure if in Russian ones too), but they're not available in NA reital servers.
