Fortress Spawnlist and Special NPCs

For some reason Fortress Special Envoy's and Special Merchancts are not spawning, anyone know how the process works? I looked in Fort.java and saw where initSpecialEnvoys gets them from the db fort_spawnlist when spawntType is 3, but I looked there and did not see any spawnType 3 for some fortresses that have clan owners.
Could anyone help me out, would be much appreciated!
