Universal Subclass NPC?

I want to make an NPC that when players want to subclass it gives every option for subclassing.
Like for instance if you go to Maximilian in grian you only have the option to subclass to healer and bishop classes, how would i make it so that it showed every subclass for all classes there?
On my server people are already allowed to subclass across races IE an orc can subclass an adventurer
Anyway any help would be appreciated thanks
