Is there a way to change server rates (exp,sp,adena) inside the game?

jup, change it in config and //reload config

Use //set parametername=value
Not all parameters can and not all should be changed on the fly.

this is awesome...i'll try to find a way to change server rates by python scripts...thanks for the hints guys
