Should skills type TARGET_AURA attack players without war declared?
I have tested that skill "aura flash" (type TARGET_AURA) attacks all people in radius (not always but sometime) even if not war is declared, so people become pk players. (My tests have been done without pressing CTRL key)
Is this a bug or is retail like?
