Party duel, olympiad arena..

When I got one party to duel another on my server, we were teleported to what was supposed to be olympiad arena, except.. there was no land, it was just a water area where you couldn't drown, is it supposed to be like this for this l2j version? Or... what? There's no option to teleport to olympiad arena in the admin console, and I read somewhere it's instanced, so I don't know what's going on with this.
