Alright, everything is working properly and others are now able to connect.

I'll keep kicking around on the forums, and hopefully this will prove to be valuable reference for someone else if they encounter a similar issue.

What did you do to make it work for people that wanted to log in from external network (WAN)? I can log in to server from my internal network normally just people from outside can't...
I've opened the ports and I am using my external IP address in ini files correctly...

In this case the issue was my being behind two routers. The router connected to the internet and my own. My own couldn't see the internet directly, and the router connected to the web was configured....Improperly. I was directly forwarding ports to my laptop instead of the server machine. (Which actually kind of makes sense since prior to this I was using my laptop to run a WoW server.) In any case, I had to reconfigure the router connected to the internet to forward the ports to my server router, in addition to placing my server router's IP into the internet routers DMZ. Just placing it in the DMZ would likely work, but yeah, now that it works I don't want to dick with it.
