definitely not only via HB, but this way is the easiest and most affordable. Cutting off it will destroy the market economy.

Do you know about quests on changed locations ?

Dumb players just not know any other ways. They need not HB, but Shadai only.

Ok, then you should open a gate to himera spot to allow people exp and pvp.

In this release for skill 1505 a confirmation string was added:

but target is still TARGET_PARTY_NOTME and no changes for this type of target in core. So sublime is still working only in party and only for party, but not for clan members and not_flagged players in normal zone?

Only xml parameters confirmed, not code.
