Change the system ... maybe the system is badly patched with another protocol

he said he's got a clean installation, that can't be the problem.
but you check it with
L2.bin -L2ProtocolVersion

Create a file .bat you put any name and put this content:
After you take it keep it inside the system folder and execute it

my protocol in systems is 413 and i also put it in config but still get message...

do a full update using
"check file" in game launcher.
last protocol is 216
and don't use modified system folders/client files, or related things
